I have numerous links to various pages: commercial, government, private and
non-profit and I haven't asked for permission of anyone. Those who have
noticed appreciate the attention. Actually, they will often respond with a
reciprocal link, and *I* appreciate the attention. I have seen a few pages
with lists of links and a caveat that if anyone finds a link to their page
and they don't want it, just ask and it will be removed. I think the bottom
line is, if you don't want people looking at your stuff, don't put it out
there. If it's out there, don't complain about how who's looking at it.
