Editing Netscape ??

Netscape offers advantages over Mosaic. But, Mosaic can be edited with
the Borland editor to de-activate some of the menu items. The version of
the Borland Resource Editor I have will not recognize Netscape as a valid
file type for editing. Is there a way to edit the Netscape menus so as to
prevent user access to preferences, bookmark deleting, file opening, etc ?
