You didn't say which operating system you are using or which version of
Netscape you want to edit.

Borland's resource editor worked fine with pre-2.0 versions of Netscape -
unfortunately not for 2.0 ;(

In the event you are talking about the Windows 3.1 system and Netscape
2.0 - Microsoft Visual C++ will edit Netscape 2.0 (we've done it)

The Microsoft Visual C++ version 4.0 for Win95 will most likely work for
the win95 version, but we haven't tried it since, though we've ordered it,
it hasn't yet arrived (educator's discounted price - $99.)

Don't know about Macs. Assume programs like ResEdit are the place to check.
