Memory management in Windows 95 re: screen saver

erratically. It will not "kick in" after the set time; my diagnosis
only reveals that, somehow, the Apply button on the screen saver tab
of the Display feature in the Control Panel--why *do* people like
GUI?--has been activated. This means I have to re-Apply the screen
saver feature periodically. Why? Don't have the faintest...
I expect the problem is related to memory management, and my dip into
the appropriate chapter of _Windows 95 Secrets_ tells me I'll have
pages of troubleshooting to tinker with. In an effort to avoid that,
I welcome your input.
One other possible related matter: there are times when the system
will not shut down properly, i.e., it freezes without proceeding
through the shutdown. This, too, appears to me to be a memory
allocation matter.
