Disable Recycle Bin?

I'm trying to find a way to either disable/hide the recycle bin or to
prevent the shortcut icons on the desktop from being deleted. The shortcuts
are for two msdos programs and a windows program. The problem started when
a "patron" thought that it'd be funny to delete the shortcuts. It took me
almost an hour to get new ones created because I couldn't find out which
files were used.

I can't find anything in the policy editor that will let me do this except,
maybe, the one that hides all desktop icons. Any suggestions?

Since I don't use Wintel at home (I prefer MacOS), I'm not that conversant
with Windows & MSDOS. Unfortunately, I'm the most "computer-literate" staff
member here so it falls on me to keep the machines up. Any help will be
greatly appreciated.
